You stopped reading the government AI announcements a while ago, and that was a fair call. Another agency, another five-year plan, another launch in Cyberjaya, and none of it ever reached your shop. This one differs in exactly one way: it is a company. AI Malaysia Berhad is the national AI entity under the Ministry of Digital, launched by Prime Minister Anwar Ibrahim on 28 July 2026. It absorbs the National AI Office and now coordinates and tracks the country's AI agenda through 2030.
Three of that day's launches touch a business owner, and they do different jobs. Sort them once and you stop throwing out the part that would have paid you.

Does AI Malaysia Berhad replace the National AI Office (NAIO)?
Yes. The National AI Office started in December 2024 as a temporary coordinating body. It is now folded into AI Malaysia Berhad, which is permanent. Its job: turn AI policy into delivery across ministries, track the action plan, write governance standards, and host the country's AI safety work.
Mostly paperwork, with one exception that matters. The body deciding which AI programmes exist is now permanent rather than temporary.

Our take: a plan with 28 initiatives is a budget document, not a to-do list for a 12-person company. The item on that stage with a real date is the one nobody put on a banner.
Will the AI Governance Bill apply to your business?
Probably yes, eventually, and lighter than you fear.
Update, 25 September 2026: the draft is finished. Digital Minister Gobind Singh Deo said on 10 September that it is going to Cabinet and should reach Parliament "this quarter or, if not, in the first quarter of next year." Two days later, AI Malaysia named its board, chaired by Aireen Omar, and said it would prioritise the Bill and the new AI Safety Institute. What follows is from the July consultation paper. The final text is not public yet.
The public consultation paper came out on 10 July 2026. The proposed law is risk-based and splits everyone into two roles. Developers shape what an AI system can do. Deployers run it in the real world. Buy a chatbot, point it at your customers, and you are a deployer. That is most Malaysian businesses.
Deployers would need to show "due regard" to five principles: human dignity, transparency, accountability, safety and security, and data governance. High-risk systems get heavier duties, including risk assessments and human oversight. Personal and household use is out of scope, as is national security. No turnover threshold lets a small firm off, though a proposed AI Sandbox would let smaller companies test first.
When you might count as a developer
The developer line is wider than it sounds. Under the consultation paper, you can become a developer by adapting a model for your own use, plugging it into your wider systems, or changing it a lot after it goes live. You do not need to train anything yourself. Pay a software house to connect an AI model to your CRM and tune it for your products, and the wording could make either of you a developer, or both. One company can hold both roles.
The paper also covers AI used by a Malaysian deployer when the system runs on servers overseas, so "the tool is American" is no way out. And it proposes incident reporting, where an incident can be a failure, misuse, an unexpected effect or a near miss as well as real harm.
Feedback closed on 31 July 2026. The Cabinet can still change any of this before the Bill is tabled.
What AI Malaysia Berhad changes for you right now
Very little. Worth knowing rather than guessing at.

So start there, yourself. Open a spreadsheet today and give every AI tool in the business one row: the tool, who uses it, what customer data goes in, and who checks its output before a customer sees it. Most owners get four or five rows and are surprised by two. Unsure where that data ends up? We traced it in customer data and AI tools. The list takes twenty minutes, needs nobody hired, and it is the first thing anyone will ask you for when the rules land.
Then open the contract for any AI system a vendor built or runs for you. Check three things: who tells whom when the AI gets something wrong, and how fast; whether you can see how it was set up and tested; and who counts as the developer if you asked for it to be customised. If the contract is silent on all three, raise it at renewal. It is an easier talk to have before the law passes than after.
